As part of the 95 Express Lanes project, VDOT has installed a sign displaying the estimated travel time in minutes via both the HOV lanes and regular lanes of I-95/395 near their entrance around Route 234 in the Dumfries area.

As the Dr. Gridlock post below notes, this isn't the first time VDOT has installed travel times on local highways.
Here's an example sign listing travel times via I-64/I-664 to VA 168, the toll road to the Outer Banks.

There's also a "Time to Oceanfront" sign along I-64 giving the time to VA Beach via the Hampton Roads Bridge-Tunnel and the Monitor-Merrimack Bridge Tunnel (I-664).
